Castlethorn Development have sought permission to increase the number of houses in a major Arklow Development from 476 to 499 houses.

A revised application by Castlethorn Arklow Limited for a major housing development on approximately 19.3 hectares of land at Tinahask Upper, Money Little and Money Big on the southern outskirts of Arklow has been submitted to Wicklow County Council.

The revised plan includes 23 more houses than the original 476-house scheme which was granted planning back in January 2025.

The revised first phase is for construction of 352 residential units covering approximately 12.7 hectares of the total 19.3 hectare site.

The proposed development will also include 18 apartments ranging in size from one to two bedrooms.

A proposed childcare facility of approximately 711m² with outdoor play area of approximately 294m² is also planned.

The provision of nine local parks and a linear park on the site, totalling approximately 25,842 square metres of open space for the public is included.

Further site facilities include 623 car parking spaces, 52 bicycle parking spaces, 4 electricity substations, and landscaping within sites boundaries.

Another significant change is the proposed revision of the drainage scheme, including relocation of the sewerage pumping station previously permitted in this portion of the overall development, and leveling of areas of the site to facilitate more efficient use of the land.

The original proposal was to allow the development to proceed over 3 phases, however Castlethorn are now proposing to deliver the development in 2 phases.

Castlethorn’s Arklow site is situated on the southern side of Arklow town, adjacent to Arklow Golf Club. The railway line runs along the western boundary of the site, the line running from Dublin to Rosslare.

Existing residential development including The Maples and The Avalon residential developments are adjacent to the proposed development site.

The scale of this new application means that there are several issues in relation to the required infrastructure to service this large residential development on the southern outskirts of Arklow.

Consideration will also need to be given to the adequacy of the local road network, access to the site, adequate provision for drainage and the supply of educational/institutional uses that will be required by future residents.

Original proposals included improvement schemes for the rail bridge and approaches on the Knockmore side of the town, as well as other parts of the proposed Port Access Road scheme.

The application is currently at pre-validation stage and has not yet been decided by Wicklow County Council.

No start date has been confirmed for this revised application.

If approved the development would greatly increasing the stock of future residential housing in the town of Arklow.
