Local Councillor Proposes Major Arklow Community Centre Project

A new proposal from Councillor Warren O’Toole is calling on Wicklow County Council to take decisive action in securing a long-awaited Arklow community centre. The former Eir building on Emoclew Road has been identified as a prime location for the project, offering nearly three acres of potential to serve the town’s expanding population and growing network of community groups.
Cllr. O’Toole describes the opportunity as a once-in-a-generation chance to deliver meaningful infrastructure to support residents of all ages and interests.
“With significant housing developments in the pipeline and a clearly growing population, the demand for a central, accessible space for the community has never been higher,” he said. “Through engagement with local groups, we’ve identified more than 50 organisations in need of space – some requiring permanent homes, others just a place to meet.”
The proposal outlines a vision for a multi-use facility that could cater to a wide variety of social, cultural, and practical needs, including:
- A theatre space for arts, culture, and community events
- A youth drop-in centre and skills training hub
- Support services for neurodivergent individuals, including sensory-friendly rooms
- Affordable co-working and training spaces
- Mental health and wellness rooms
- A community café operated as a social enterprise
- Outdoor community gardens and green areas
- Flexible meeting spaces for local clubs and services
Cllr. O’Toole emphasised that while the project would require substantial investment, a number of funding options are available. These include Government capital grants, EU inclusion and regeneration funds, as well as revenue-generating initiatives within the centre itself.
“The first and most urgent step is to acquire the property. After that, we can begin working with stakeholders and the wider public to develop a plan that reflects Arklow’s needs now and into the future,” he said.
He added that the project has already received positive engagement from other local representatives and is encouraging the Council to move forward without delay.
“This is a strong investment in Arklow’s future. We need to develop a vision for our town that supports our growing community, encourages inclusion, and creates space for people to thrive. We cannot afford to let this opportunity slip away.”
